DS2000-PCB quote for 5 boards was 70.67 dollars with a 17.17 dollar via surcharge plus forced 4-wire Kelvin test and TG155. The cause was nine 0.2 mm thermal vias in KiCad stock QFN-60 footprint under the RP2350A, plus 124 vias at 0.25 mm. Moving every via to 0.3 mm took the surcharge to 0, and they made a custom copy of the footprint for it.
