On a LISN rev 2 board, eight inductors (Wurth 744325120, LCSC C1331072) have no EasyEDA model, so the placement check can never verify their rotation. "hwde gate" applies the DFM waiver and reports pass with 8 waived. "attest build" then reports 8 failing, because it only honours waivers from a different tool and a different file. The author says the refusal is the honest answer, since nobody has checked the rotation, and asks for either a hand-recorded fact with its own evidence, such as the rotation read from JLC's placement preview, or a gate that refuses waivers attest won't honour.
