kct report generate warns that diffpair_length_skew and three other rules are INACTIVE and "will silently pass", even with the board's net_class_map.json sitting right next to it. kct export and kct check load that same file for the same board. The report collector is built without the sidecar path. So the document a reviewer reads says less was checked than export actually checked, or nothing at all if you only run the report.
