route.py lowers the project's min_hole_clearance from 0.25 to 0.2 when no copper needs it; the design-rules ledger records nothing and --strict-sizes exits 0, while the end-of-run banner calls the value unchanged by this step. Later steps read 0.2 back as the board's own rule.
