The exact zone fill runs in a temp folder holding only the .kicad_pcb and .kicad_pro, so KiCad builds its DRC engine with no custom rules, while the delivered board ships with its .kicad_dru beside it. On the repro all 202 findings are pad-to-zone at 0.5085 mm against a 0.8 mm rule.
