A shield can that is not drawn yet is a keep-out band for parts, but the router does not know about it, so tracks cross where the can wall will go. For a drawn can, nobody declares whether a gap in the fence is a real opening or just pad pitch. The proposal is one declaration of openings that the grader and the router both read.
