The earlier fill check only verified copper regions with holes; for ordinary regions the exporter wrote rounded coordinates without proving the saved shape matched the source, and nothing required evidence for them, so a changed or missing simple-zone fill could be treated as qualified. Now every region needs 1 nm exact proof or the gate blocks.
