ExMCP validates tool-call args in a separate process with a 100 ms deadline; on a busy machine the scheduler wait alone can blow that, and a correct call is refused as input_validation_unavailable. CI already hit it, so the agent sees validation unavailable, not arguments were fine, we starved.
